Market Competitive Salary Guideline Scale for Early Learning and Child Care Centres

What’s New for 2012?

On April 5, 2012, the Honourable Jennifer Howard, Minister of Family Services and Labour, announced new funding to child care facilities.  The combination of increases to operating grants and new maximum parent fees over the next two years will provide an additional $17 million in revenue to assist centres in enhancing staff wages and help to offset increases in operating costs..

In correspondence to eligible child care facilities dated April 19, 2012, Manitoba Early Learning and Child Care said:

It is important that centres make wages competitive as soon as possible because we are also beginning consultations on a wage scale and centres will need to use increases in operating grants and parent fees to meet this wage scale”.

It is essential that child care centres use their 2012 funding increase to adjust staff wages to competitive levels so employees can, at long last, be fairly paid and to ensure the facility is well positioned to comply with the provincial wage scale when it is announced.   

 

The History of the Market Competitive Salary Guideline Scale

 for Early Learning and Child Care Centres

 

In 2007, MCCA retained People First HR Services to provide professional assistance in establishing a market competitive wage scale to enable the child care sector to compete more effectively with other sectors that have similar/comparable jobs.  The development of the market competitive salary scale included an analysis of the knowledge, skills, and abilities required of Executive Directors, Early Childhood Educators, and Child Care Assistants.    These are described in the job descriptions included in MCCA’s Human Resource Management Guide for Early Childhood Programs. Early Childhood Programs that implement the Market Competitive Salary Guideline Scale should also be using the job descriptions from the Human Resource Management Guide.
