2007, MCCA retained People First HR
Services to provide professional assistance in establishing
a market competitive wage scale to enable the child care
sector to compete more effectively with other sectors
that have similar/comparable jobs. Information meetings
and a teleconference for rural members were held in the
fall of 2007 for Boards of Directors and Executive Directors.
The
development of the market competitive salary scale included
an analysis of the knowledge, skills, and abilities required
of Executive Directors, Early Childhood Educators, and
Child Care Assistants. These are described in the job
descriptions included in MCCA's Human Resource Management
Guide for Early Childhood Programs.
Early
Childhood Programs that implement the Market Competitive
Salary Guideline Scale should also be using the job descriptions
from the Human Resource Management Guide.
Copies
of the market competitive scale were mailed to child care
centres that are members of MCCA on October 30, 2007 and
to Professional, Child Care Assistant, and Associate members
on November 27, 2007. MCCA representatives have met with
the Hon. Gord Mackintosh, Minister of Family Services
& Housing and the NDP Caucus to discuss the market
competitive scale report, and recommend funding be increased
in 2008 to provide enough revenue so the scale is affordable.
MCCA
intends to adjust the Market Competitive Salary Guideline
Scale annually, to reflect the average wage increases
in Manitoba , and will distribute the next guideline scale
to our members in the fall, 2008.
